Russian-Chinese relations in 2025: a year in review

Editor's Note：In 2025, under the strategic guidance of the leaders of China and Russia, the two countries’ comprehensive strategic partnership of coordination for a new era has maintained high-level development. From energy and infrastructure, cooperation has rapidly expanded to cutting-edge fields such as emerging technologies and financial settlements, with deepening alignment of development strategies and continuous optimization of economic cooperation structures. As a key stabilizing force in advancing global multipolarity, China and Russia have maintained close coordination in multilateral platforms such as the United Nations, BRICS, and the Shanghai Cooperation Organization. They advocate for genuine multilateralism, oppose unilateral hegemony, and exert a profound impact on Eurasian stability and the reshaping of the international order. This lecture will focus on the core diplomatic achievements of China and Russia in 2025, exploring how the two countries address external challenges through high-level interactions and economic cooperation, and how they continue to contribute the “China-Russia approach” to building a community with a shared future for humanity.

H.E. Igor Morgulov born in 1961. In 1983 graduated from the Institute of Asian and African Studies of Lomonosov Moscow State University. Fluent in Chinese and English. Since 1991 held various diplomatic posts in the Headquarters of the Ministry of Foreign Affairs of the Russian Federation and abroad, including China, the United States and Japan. 2006-2009: Minister Councillor of the Russian Embassy in China. 2009-2011: Director of the First Asian Department of the Ministry of Foreign Affairs of Russia. 2011-2022: Deputy Minister of Foreign Affairs of Russia. Since September 2022: Ambassador Extraordinary and Plenipotentiary of the Russian Federation to the People's Republic of China. Holds the diplomatic rank of Ambassador Extraordinary and Plenipotentiary.
