國家發展分為自發的發展或國家干預的發展兩類。從1880年代至1929年世界經濟危機期間，阿根廷通過農畜產品出口的自發發展成功地躋身中心國家之列。當時阿根廷的經濟增長增強了國家物質和非物質資源、擴大了民主制度的有效范圍，并實施了連接國外市場與國內生產的對外政策。1929年世界經濟危機爆發后，阿根廷從自發發展轉向了以進口替代工業化為主導的國家干預戰略。自那時起，這兩種模式長期處于相互競爭并共存的狀態，成為阿根廷衰落的原因之一。因此，阿根廷經歷了從繁榮到衰落，從中心國家轉變為外圍國家。從此，希望通過經濟復興重新回到中心國家的地位。

本報告的研究圍繞著阿根廷為何難以實現持久經濟增長展開。提出的假設認為，阿根廷民主制度為現代化創造了條件，但由于出口導向模式和初期工業化模式之間協調性不足，未能保持穩定和持續的經濟增長。這兩模式之間缺乏有效融合，導致了阿根廷的持久性欠發達狀態。這一局面與領導人對現代化主導權、現代化模式選擇及其相應的對外政策未達成共識密切相關。

為檢驗這一假設，報告從國際關系史視角出發，通過分析現代化、政治制度與對外政策的相互關系來探討阿根廷的政治發展。首先介紹阿根廷的興衰趨勢，將其分為1929年前后兩個時期。接著，分別分析現代化、政治制度和對外政策在阿根廷政治發展中的作用。最后，總結阿根廷在政治發展和恢復國際地位過程中遇到的困難。

本報告為復旦大學發展研究院“國家發展動力”自主知識體系研究的階段性成果，由阿根廷學者愛德華多·丹尼爾·奧維多（Eduardo Daniel Oviedo）教授撰寫，分為英語和西語兩個版本。

This report is the phased achievement of the Fudan Development Institute's independent research under the“State Development Dynamics” knowledge system framework.

This report focuses on the question of why Argentina has found it difficult to achieve sustained economic growth. The hypothesis proposed here suggests that Argentina’s democratic regime created favorable conditions for modernization; however, due to insufficient coordination between the export-oriented model and the early-stage industrialization model, the country failed to maintain stable and continuous economic growth. The lack of effective integration between these two models led to Argentina’s enduring underdevelopment. This situation is closely related to the absence of consensus among national leaders regarding the leadership of modernization, the choice of modernization models, and the corresponding foreign policy orientations.

To test this hypothesis, this report approaches Argentina’s political development from the perspective of international relations history, examining the interrelationship among modernization, political regime, and foreign policy. It first presents the trajectory of Argentina’s rise and decline, dividing it into two periods before and after 1929 (see Figure 2). It then analyzes, respectively, the roles of modernization, political regime, and foreign policy in Argentina’s political development. Finally, it summarizes the challenges Argentina faces in achieving political development and restoring its international standing.

Este informe es el resultado de una fase de la investigación independiente del sistema de conocimiento sobre Dinámicas del Desarrollo Estatal realizada por el Instituto de Desarrollo de la Universidad Fudan.

Según la introducción anterior, el problema de investigación de este informe gira en torno a por qué Argentina tiene dificultades para lograr un crecimiento económico sostenible. La hipótesis propuesta sostiene que el régimen democrático argentino creó las condiciones para la modernización, pero no logró mantener un crecimiento económico estable y sostenido debido a la insuficiente coordinación entre su modelo exportador y su modelo de industrialización en fase inicial. La falta de integración efectiva entre estos dos modelos ha llevado al subdesarrollo persistente de Argentina. Situación que está estrechamente relacionada con el hecho de que los dirigentes políticos no han logrado consenso sobre el liderazgo de la modernización, la elección del modelo de modernización a seguir y su correspondiente política exterior.

Para demostrar esta hipótesis, este documento explora el desarrollo político de Argentina desde la perspectiva de la historia de las relaciones internacionales analizando la relación entre modernización, régimen político y política exterior. Primero, se explican las tendencias de ascenso y declive de Argentina, dividiéndolas en dos períodos, antes y después de 1929 (véase Figura 2). A continuación, se analiza el papel de la modernización, el régimen político y la política exterior en el desarrollo político de Argentina respectivamente. Finalmente, se resumen las dificultades que encontró Argentina en el proceso de desarrollo político y restauración de su posición internacional.

愛德華多·丹尼爾·奧維多（Eduardo Daniel Oviedo）是阿根廷國家科技研究委員會（CONICET）首席研究員、阿根廷羅薩里奧國立大學（UNR）當代國際關系史教授。自2017年起，獲阿根廷教育與文化部認定為一級教授。主要研究方向為中國外交政策及中拉關系（尤其是中阿關系），發表了大量學術成果，以西班牙語、英語以及中文發表的學術論文約兩百篇。曾于1996年至2010年間擔任多位阿根廷總統的中文翻譯，并先后在多所拉丁美洲、歐洲和亞洲大學擔任訪問學者。2023年11月至2024年1月，曾在復旦發展研究院訪問交流，并多次參與復旦發展研究院組織的重點國際論壇、專著出版、中拉聯合課題研究等學術項目。

Eduardo Daniel Oviedo is Principal Researcher at the National Scientific and Technical Research Council (CONICET) and Professor of Contemporary History of International Relations at the National University of Rosario (UNR) of Argentina. Since 2017, he has been recognized by Argentina’s Ministry of Education and Culture as a Tier-1 Professor. His main research focuses on China’s foreign policy and China-Latin America relations (especially Argentina-China relations). He has published an extensive body of academic work, with approximately 200 scholarly papers in Spanish, English, and Chinese. Between 1996 and 2010, he served as a Chinese interpreter for several Argentine presidents and has been a visiting scholar at multiple universities across Latin America, Europe, and Asia. From November 2023 to January 2024, he conducted academic exchanges at the Fudan Development Institute and has repeatedly participated in key international forums, monograph publications, and joint China-Latin America research projects organized by the Institute.

Eduardo Daniel Oviedo es Investigador Principal del Consejo Nacional de Investigaciones Científicas y Técnicas (CONICET) y Profesor Titular de Historia de las Relaciones Internacionales Contemporáneas en la Universidad Nacional de Rosario (UNR) de Argentina. Desde 2017 es reconocido como profesor de primer nivel por el Ministerio de Educación y Cultura de Argentina. Sus principales áreas de investigación son la política exterior china y las relaciones entre América Latina y China (especialmente entre Argentina y China). Ha publicado numerosos trabajos académicos, incluyendo cerca de 200 artículos en espa?ol, inglés y chino. Se desempe?ó como traductor al idioma chino de varios presidentes argentinos entre 1996 y 2010, y ha sido profesor visitante en numerosas universidades de América Latina, Europa y Asia. Desde noviembre de 2023 a enero de 2024, realizó una visita y múltiples intercambios en el Instituto de Desarrollo de Fudan y participó en varios proyectos académicos organizados por el Instituto de Desarrollo de Fudan, incluidos foros internacionales clave, publicación de monografías, proyectos de investigación conjuntos entre América Latina y China, entre otras participaciones.
