12月22日至23日，全國住房城鄉建設工作會議在北京召開。
會議明確，加快構建房地產發展新模式，有序搭建基礎性制度，在房地產開發上，做實房地產開發項目公司制。在商品房銷售上，推進現房銷售制，實現“所見即所得”，從根本上防范交付風險。繼續實行預售的，規范預售資金監管，切實維護購房人合法權益。
