烏拉圭ORT大學國際研究系副主任、助理教授

迭戈· 特利亞斯博士擁有智利天主教大學國際關系專業政治學博士學位，其博士論文題為《面向大國的策略：小國對中國核心利益的立場》。他擁有烏拉圭 ORT 大學的國際研究學士學位、烏拉圭共和國大學（UdelaR）的政治學碩士學位，并曾赴明尼蘇達大學交換學習。

他目前擔任烏拉圭ORT 大學國際研究系副主任、東亞研究小組協調人，在該校主講“東亞政治與經濟演變”“當代國際體系”“區域一體化”等課程。此外，他還曾在阿根廷拉丁美洲社會科學學院及智利天主教大學任教。在智利天主教大學，他是亞洲研究中心的學術合作者，同時擔任千禧研究中心 ICLAC（“中國對拉美影響”）副研究員。他曾于2019–2023 年擔任《政治學雜志》（Revista de Ciencia Política，ICP-Chile）的助理編輯。

他的研究興趣包括外交政策分析、東亞國際關系、中國－拉美關系，以及拉美－東亞關系。他的研究成果發表于《民主化》《國際觀察家》《當代中國事務雜志》《亞洲教育與發展研究》《國際研究》《聯合雜志》《國際研究》（圣地亞哥版）以及《烏拉圭政治學雜志》等期刊。

Diego Telias博士將于2025年12月8日至2026年1月10日在復旦發展研究院從事訪問研究工作。

Diego Telias has his PhD in Political Science from the Pontificia Universidad Católica de Chile (area of specialization: International Relations) with a dissertation entitled “Strategies towards a great power: small states’ positions to China's core interests.” He holds a Bachelor’s degree in International Studies from Universidad ORT Uruguay and a Master’s degree in Political Science from Universidad de la República (UdelaR), with an exchange term at the University of Minnesota.

He is currently Deputy Director of the Department of International Studies at Universidad ORT Uruguay and coordinator of the East Asia Research Group. He teaches the courses “Political and Economic Evolution of East Asia,” “Contemporary International System,” and “Regional Integration” at Universidad ORT Uruguay. He has also taught courses at FLACSO Argentina and the Pontificia Universidad Católica de Chile. At the latter, he is an academic collaborator at the Center for Asian Studies and an associate researcher at the Millennium Nucleus ICLAC – Impacts of China in Latin America. He also served as Assistant Editor (2019–2023) of the Revista de Ciencia Política (ICP-Chile).

His research interests include foreign policy analysis, East Asian international relations, China–Latin America relations, and Latin America–East Asia relations. He has published in Democratization, International Spectator, Journal of Chinese Current Affairs, Asian Education and Development Studies, Estudos Internacionais, Revista UNISCI, Estudios Internacionales (Santiago), and Revista Uruguaya de Ciencia Política.

Diego Telias will be a visiting scholar at Fudan Development Institute from December 8, 2025 to January 10, 2026.
