一、項目定位 About the Fund
優(yōu)秀青年科學基金項目(海外)旨在吸引和鼓勵在自然科學、工程技術(shù)等方面已取得較好成績的海外優(yōu)秀青年學者(含非華裔外籍人才)回國(來華)工作,自主選擇研究方向開展創(chuàng)新性研究,促進青年科學技術(shù)人才的快速成長,培養(yǎng)一批有望進入世界科技前沿的優(yōu)秀學術(shù)骨干,為科技強國建設(shè)貢獻力量。
The National Science Fund for Excellent Young Scholars overseas aims to attract and encourage overseas young talents (including non-Chinese talents) who have made great achievements in the fields of natural science and engineering technology, etc.
二、資助模式 Funding
1. 資助強度:100-300萬元。
Funding amount: 1-3 million RMB
2. 資助期限:3年。
Funding period: 3 years
三、申請人條件
Applicant Qualifications
1. 優(yōu)秀青年科學基金項目(海外)的申請人應(yīng)當具備以下條件
Basic requirements:
(1)遵守中華人民共和國法律法規(guī),具有良好的科學道德,自覺踐行新時代科學家精神;
Abide by the laws and regulations of the People's Republic of China, have good scientific ethics, and consciously practice the spirit of scientists in the new era;
(2)出生日期在1986年1月1日(含)以后;
The birth date should be later than January 1, 1986;
(3)具有博士學位;
Obtain a doctor's degree;
(4)研究方向主要為自然科學、工程技術(shù)等;
The main research areas are natural science and engineering technology.
(5)在取得博士學位后至2026年4月15日前,一般應(yīng)在海外高校、科研機構(gòu)、企業(yè)研發(fā)機構(gòu)獲得正式教學或者科研職位,且具有連續(xù)36個月以上工作經(jīng)歷;在海外取得博士學位且業(yè)績特別突出的,可適當放寬工作年限要求(不適用于通過中外聯(lián)合培養(yǎng)方式取得海外博士學位的情況)。
在海外工作期間,同時擁有境內(nèi)帶薪酬職位的申請人,其境內(nèi)帶薪酬職位的工作年限不計入海外工作年限。
The applicant should generally obtain formal teaching or research positions in overseas universities, scientific research institutions or research & development institutions of enterprise, and have worked continuously for more than 36 months before April 15, 2026. For those who obtained a Ph.D. degree overseas and have outstanding performance, the requirements on working years can be relaxed appropriately (excluding joint doctoral programs).
Years spent in paid positions within China during overseas employment will not be counted into the overseas work experience.
(6)取得同行專家認可的科研或技術(shù)等成果,且具有成為該領(lǐng)域?qū)W術(shù)帶頭人或杰出人才的發(fā)展?jié)摿Γ?/p>
The applicant should obtain relevant achievements recognized by experts in the same field, and have the potential to become an academic leader or outstanding talent in this field.
(7)申請人尚未全職回國(來華)工作,或者2025年1月1日以后回國(來華)工作。獲資助通知后須辭去海外工作或在海外無工作,全職回國(來華)工作不少于3年。
For the applicant who has not returned/came to work in China as full-time faculty, or returned/came after January 1, 2025, they are required to work in China as full-time faculty for at least 3 years after getting funding.
2. 限項要求 Application Limitation
執(zhí)行中央有關(guān)部門關(guān)于國家科技人才計劃統(tǒng)籌銜接的要求。同層次國家科技人才計劃支持期內(nèi)只能承擔一項,不能逆層次申請。
The requirements of relevant departments of the Central Government on the overall planning and connection of the national scientific and technological talent plan will be implemented. Only one national talent plan can be applied on the same level and cannot be applied in reverse level.
