2025年12月19日，海南省發展改革委、海南省工信廳等5部門聯合印發《海南省發展和改革委員會等部門關于開展海南自貿港零碳園區建設的通知》，明確將有計劃、分步驟推進各類園區低碳化零碳化改造，支持有條件的園區率先建成海南自貿港零碳園區。

South China's Hainan Free Trade Port (FTP) has initiated a plan to develop zero-carbon industrial parks, as outlined in a joint notification released on December 19, 2025 by five provincial government departments, including the Development and Reform Commission and the Department of Industry and Information Technology. The initiative aims to phase in low-carbon and zero-carbon transformations across various parks, with qualified zones prioritized to achieve zero-carbon status.

【知識點】

零碳園區是指通過規劃、設計、技術、管理等方式，使園區內生產生活活動產生的二氧化碳排放降至“近零”水平，并具備進一步達到“凈零”條件的園區。2024年中央經濟工作會議要求“建立一批零碳園區”，2025年國家發展改革委、工業和信息化部、國家能源局印發《關于開展零碳園區建設的通知》（以下簡稱《通知》），提出建設零碳園區的重點任務。

我國園區數量眾多，各類園區體量規模、產業結構、用能特點差異較大，“零碳/近零碳”標準難以統一。《通知》創新提出“單位能耗碳排放”（即園區內每消費一噸標準煤的各類能源所排放的二氧化碳量），作為評判零碳園區的核心指標，引導園區在保障企業發展和用能的前提下，通過努力使碳排放達到“近零”水平。除核心指標外，《通知》還設置了清潔能源消費占比、園區企業產品單位能耗、工業固廢綜合利用率、余熱余冷余壓綜合利用率、工業用水重復利用率等5項引導性指標，從能源結構、循環經濟、節約資源等方面提出要求。

建設零碳園區有5方面重大意義：一是加快能源綠色轉型，二是引導產業深度脫碳，三是促進區域協調發展，四是適應綠色貿易規則，五是打造零碳示范樣板。

【重要講話】

實現碳達峰碳中和是一場廣泛而深刻的經濟社會系統性變革。立足我國能源資源稟賦，堅持先立后破，有計劃分步驟實施碳達峰行動。完善能源消耗總量和強度調控，重點控制化石能源消費，逐步轉向碳排放總量和強度“雙控”制度。推動能源清潔低碳高效利用，推進工業、建筑、交通等領域清潔低碳轉型。

Reaching peak carbon emissions and achieving carbon neutrality will mean a broad and profound systemic socio-economic transformation. Based on China's energy and resource endowment, we will advance initiatives to reach peak carbon emissions in a well-planned and phased way in line with the principle of building the new before discarding the old. We will exercise better control over the amount and intensity of energy consumption, particularly of fossil fuels, and transition gradually toward controlling both the amount and intensity of carbon emissions. We will promote clean, low-carbon, and high-efficiency energy use and push forward the clean and low-carbon transition in industry, construction, transportation, and other sectors.
