北外灘地處一江一河交匯處，與浦東陸家嘴、外灘建筑博覽群隔江相望，共同構成上海發展的“黃金三角”。區域內古今文化交融，既有底蘊深厚的傳統風貌保護區，又有魔都魅力凸顯的國際化都市休閑空間。絕佳的水岸景觀、舒適的城市濱水休閑游憩空間、眾多文博場館和優秀歷史建筑已成為城市文脈的重要地標，這些獨具特色的文化資源為藝術創作提供了豐富的素材。作為一座兼具深厚文化底蘊與獨特城市氣質的區域，北外灘不僅是都市發展的標志性符號，更是藝術創作與文化展示的理想之地，也是公眾領略上海都市水岸風情的絕佳區域。

Located at the confluence of Huangpu River and Suzhou Creek, the North Bund sits across from Lujiazui in Pudong and the exotic building clusters in the Bund, together forming Shanghai’s “Golden Triangle” of development. As an area where heritage meets modern culture, this zone blends historical preservation districts with international cosmopolitan leisure spaces in the “city of magic”. Its exceptional waterfront scenery, comfortable recreational riverside spaces, numerous cultural venues and outstanding heritage buildings have become vital landmarks defining the city’s cultural features. These distinctive cultural resources provide a wealth of sources for artistic creation. As an area imbued with rich cultural heritage and unique city vibe, the North Bund is not only an iconic symbol of metropolitan development, but also an ideal locale for artistic creation and cultural display, while providing the public a prime place to encounter Shanghai’s urban waterfront charm.

為此，上海市虹口區文化和旅游局、中國美術家協會公共藝術藝委會、上海市公共藝術協同創新中心和上海市創意設計工作者協會共同發起“上海北外灘公共藝術方案征集活動”,活動以“與岸為鄰”為主題，誠邀藝術家及設計團隊深入探究北外灘的歷史背景與現代特征，緊密結合區域內外部環境及文化特色，深度挖掘北外灘的獨特文化價值，并憑借國際化的視野與創新的藝術表現形式，充分展現北外灘獨特的城市空間與文化底蘊，精心創作契合北外灘氣質的公共藝術作品，從藝術的視角重新詮釋這一區域的獨特魅力，有力推動休閑旅游與城市文化的深度融合，征集評審結束后，將對部分優秀作品進行公開展示并頒發證書。

In light of this, the Hongkou District Culture and Tourism Bureau of Shanghai, the Public Art Committee of China Artists Association, Shanghai Public Art Coordination Centre (PACC), and the Shanghai Designers Association ( SHDA ) jointly initiate the “Solicitation for Shanghai North Bund Public Art Proposals”. Under the theme of “Waterfront Neighborhood”, the initiative sincerely invites artists and design teams to explore the historical and contemporary dimensions of the North Bund, integrate its internal and external environments with its cultural attributes, and excavate its unique cultural value. With an international perspective and innovative artistic forms, participants are encouraged to fully express the distinctive spatial dynamics and cultural legacy of the North Bund through meticulously crafted public artworks that harmonize with the charisma of the area. These artworks are anticipated to reinterpret the area’s unique charm from an artistic standpoint and boost the integrated development of leisure tourism and urban culture. After the conclusion of the proposal review, selected outstanding works will be exhibited publicly, with certificates presented to their designers.

期待這些作品能夠充分體現“人民城市為人民”的發展理念，成為美化城市景觀的點睛之筆，同時成為連接過去與未來、本地與全球的重要橋梁，為公眾打造更多高品質的公共文化活動空間。

These artworks are expected to embody the vision of “a city built by and for its people”, becoming key highlights in beautifying the urban landscape, while serving as vital bridges linking the past with the future and connecting the local with the global. More high-quality public cultural spaces will be created for all citizens.

尺寸說明：體量控制在2個立方米以內，高度不超過3米

尺寸說明：作品限高5米，呈橫向走勢

參展要求

Participation Requirements

（一）征集內容：作品以“與岸為鄰”為主題，著重聚焦北外灘區域的自然景觀和人文景觀、歷史文脈及城市風貌。藝術創作需巧妙結合景觀與功能，融合當代視覺文化的表現手法，充分展現對區域空間環境的藝術洞察和表達能力，彰顯北外灘的特色與文化底蘊，傳播“上海北外灘”文旅品牌。

1. Entries: Works shall center around the theme of“Waterfront Neighborhood”, focusing on the North Bund’s natural and cultural landscape, cultural legacy, and cityscape. Works must ingeniously integrate functionality with landscape aesthetics, leverage contemporary visual language, and demonstrate insightful artistic expression of the spatial environment, highlighting the characteristics and cultural depth of the North Bund and promoting the “Shanghai North Bund” cultural tourism brand.

（二）創作原則：依據各點位的實際情況（詳情見附件1），作品需遵循在地性、環境協調性、功能優先性、低碳環保性、安全耐久性以及易維護性等原則。（具體創作要求需根據現場確認再細化）

2. Creation principles: Based on site conditions(see Appendix 1 for detailed information), artworks must adhere to principles of locality, environmental compatibility, functional priority, low carbon and sustainability, safety and durability, and ease of maintenance (Specific requirements subject to onsite confirmation).

（三）尺寸與材質：作品可采用雕塑、裝置、城市家具等多種形式，確保作品在展示空間中具有安全性、觀賞性、互動性、趣味性（可根據點位要求來創作和設計）。

3. Dimensions and materials: Artworks may be created in diverse forms including but not limited to sculpture, installation, or urban furniture. Safety, visual appeal, interactivity, and playfulness must be ensured(artworks may be created and designed based on site-specific requirements).

（四）技術要求：作品需使用環保材料，并符合相關安全標準。

4. Technical requirements: All works must be made of eco-friendly materials and comply with relevant safety standards.

（五）作品數量：方案數量不設上限。

5. Number of works: No limit on the number of proposals submitted.

（六）原創要求：方案必須為作者原創，不得與國內外已有的公共藝術作品雷同，嚴禁抄襲、挪用、復制等行為。

6. Originality: Proposals must be original and must not duplicate any existing public artwork. No plagiarism, misappropriation and replication are allowed.

（七）投稿截止時間：2025年8月31日

7. Submission deadline: August 31, 2025

投稿材料提交

Materials to be Submitted

（一）登記表：個人和團體均可參加，請填寫登記表并簽字，團體創作者由團隊負責人簽字（詳情見附件2）。

1. Registration form:Both individuals and teams may participate and please fill out and sign the registration form. For teams, the registration form must be signed by the team leader(See Appendix 2).

（二）方案文件格式（詳情見以下說明）。

1.設計方案概述，內容包含：完整、準確、專業地表達設計意圖、方案特色，包括但不限于：創作主題、創作理念、創作原則、方案演示視頻（非硬性要求）、效果圖、三視圖及其它專業圖紙。

2. Proposal File Requirements (see details below):

2.1 Design proposal overview: The content shall fully, accurately, and professionally express the design intention and the distinctive features of the proposal, including but not limited to: theme, concept, design principles, presentation video (optional), renderings, three-view drawings, and other technical drawings.

2.方案提交形式：方案中的單幅畫面為A3尺寸，精度300dpi，格式為CMYK或jpg，文件大小以10M以內為宜。

2.2 Proposal submission format: Each single image in the proposal shall be in A3 size, with a resolution of 300 dpi, in CMYK or JPG format, and the file size is recommended to be within 10MB.

3.方案演示視頻，格式選用AVI或MOV或WMV，視頻精度不小于720dpi，個案時長不超過5分鐘，團隊方案時長不超過10分鐘。

2.3 Proposal presentation video: The video shall be in the format of AVI, MOV, or WMV, with a resolution not less than 720 dpi. The duration shall not exceed 5 minutes for individual submissions and 10 minutes for team submissions.

4.方案演示文件，格式為PPT和PDF各一份。

2.4 Proposal presentation documents: One file in PPT format and one in PDF format shall be submitted.

（三）免責條款：請參與者仔細閱讀免責條款并簽名（詳情見附件3）。

3. Disclaimer:Participants are required to carefully read and sign the disclaimer(see Appendix 3 for details).

方案評審

Proposal Review

（一）評選委員會、監評委員會：征集活動由中國美術家協會在評委庫中抽選專家若干名組成評選委員會，同時由監評委員會對評選過程進行監督。

1. Selection and supervision committees: A selection committee will be formed by experts randomly selected from the China Artists Association’s judges database, and a supervision committee will oversee the entire selection process.

（二）征集活動分初評和復評兩個階段。

2. The review process will be divided into two phases: preliminary evaluation and final evaluation.

（三）評選原則：注重創意的新穎性、技術的可行性以及對主題的詮釋深度。

3. Selection criteria: Emphasis will be placed on creative originality, technical viability, and thematic interpretation.

（四）評選程序：提交截止兩周內，組委會辦公室將對所有提交材料進行登記、排重和初步審核，符合申報要求的方案進入初評和復評流程。

4. Selection procedure: Within two weeks after the deadline, submissions will be registered, filtered for duplicates, and undergo preliminary screening. Eligible proposals will proceed to the preliminary and final evaluations.

展示與推廣

Exhibition and Promotion

（一）線上宣傳：通過官方社交媒體平臺以及公共藝術相關線上平臺，對入選作品進行推廣，讓更多人欣賞到活動征集的優秀成果。

1. Online promotion: Selected works will be promoted via official social media channels and public art platforms to expand their visibility to more people.

（二）線下展示：對部分優秀作品進行線下公開展示。

2. Offline exhibition: Some outstanding works will be publicly exhibited at selected venues.

法律與安全

Legal and Safety Clauses

（一）知識產權：所有提交的方案將被認定為個人（或團體）的知識產權，主辦單位擁有對其使用權進行管理與處置的權力。

1. Intellectual property: The intellectual property of all submitted works shall belong to the individuals (teams) who created them, while the hosts reserves the right to manage and dispose their rights of use.

（二）隱私保護：主辦單位將嚴格遵循相關法律法規，切實保障所有參與者個人信息的安全。

2. Privacy protection: All personal data of each participant will be protected by the hosts in accordance with relevant laws and regulations.

（三）免責條款：所有參與征集活動的個人（團隊）作品一經提交，則視同同意《與岸為鄰——上海北外灘公共藝術方案征集活動免責條款》。（詳情見附件3）

3. Disclaimer: Upon submission, all works submitted by individuals or teams shall be deemed as having agreed to the Disclaimer for Waterfront Neighborhood—Shanghai North Bund Public Art Proposal Solicitation (see Appendix 3 for details).

（四）解釋權歸屬：本活動最終解釋權歸主辦方所有。

4. Right of interpretation: The final right of interpretation of this event rests with the hosts.
