金晨被行政處罰，結果公開

近日，“金晨涉嫌交通肇事‘頂包’事件”有新進展。浙江政務服務網公開了行政處罰決定書。

Chinese authorities have fined Jin over a traffic accident in Zhejiang province, concluding that she fled the scene after a crash that caused minor injuries and property damage.

行政處罰決定書稱，金某造成致人輕微傷或者財產損失的交通事故后逃逸，尚不構成犯罪案。

主要違法事實：被處罰對象金某，駕駛證號3701************28，準駕車型:C1，于2025年03月16日15時07分駕駛滬FE**95號小型汽車在紹興市柯橋區湖塘街道嶺下村公交車站附近實施造成致人輕微傷或者財產損失的交通事故后逃逸，尚不構成犯罪的行為。根據《中華人民共和國道路交通安全法》第九十九條第一款第三項，決定給予罰款1500元的行政處罰。

According to an administrative penalty decision, Jin was fined 1,500 yuan for leaving the scene of a traffic accident involving minor injuries or property loss, in violation of Article 99 of China's Road Traffic Safety Law.

1月30日，浙江紹興市公安局柯橋區分局發布了該事件的警情通報：1月29日，浙江紹興市公安局柯橋區分局關注到網傳金某在紹興柯橋涉嫌交通肇事“頂包”信息后，立即成立專班，開展事故情況復查、調查過程復核等工作。

現基本查明，2025年3月16日中午11時許，金某、徐某青、劉某祎（經核查，三人均為外省籍人員，均系首次來紹）結伴在紹興柯橋古鎮游玩、購物，其間未就餐。15時07分，金某（持有效駕駛證件）駕駛滬F牌照黑色越野車，途經柯橋湖塘街道一路段時，為避讓路上竄行犬只發生單車事故，造成車內3人輕微受傷，及駕駛車輛、道路路牌、村居圍墻受損。

The ruling said Jin, a licensed driver, was involved in an accident in Keqiao district of Shaoxing at 3:07 pm on March 16, 2025, and left without reporting it. The case does not constitute a criminal offence.

On Jan 30, the Keqiao branch of the Shaoxing public security bureau issued a statement addressing online allegations that Jin had arranged for another person to take responsibility for the accident.

事故發生后，金某因臉部受傷急于就診，在劉某祎的陪同下打車離開，直接前往上海一醫院檢查住院，由徐某青留在現場報警處置。交警調查中，徐某青謊稱自己系駕駛員，民警經初查判斷為單車事故，未發現異常情況，遂按簡易程序進行處理。

經調查，徐某青事后未向保險公司實際理賠，不存在騙保事實。涉及交通違法行為將依法依規予以處理，其他有關問題還在進一步核查中。就當事交警執法情況，已由上級公安機關開展復核。

After the crash, Jin left for medical treatment in Shanghai, while Xu, who was travelling with Jin at the time, falsely claimed to be the driver when reporting the incident. Police initially treated the case as a single-vehicle accident.

Authorities said no insurance fraud was involved and that related traffic violations, as well as officers' handling of the case, remain under review.
