Mr. Pascal Rathle (United States), Chief of Staff, De Jong Capital; Founder, World Economic Forum Jacksonville Global Shapers Hub
Mr. Pascal Russell noted that the rapid development of AI is accelerating geopolitical risks. While introducing new technological domains and diverse relevant actors, the development of AI also increases the risk of miscommunications. He emphasized that informal, flexible, and expert-led Track II diplomacy has become indispensable, as it helps establish effective channels of communication ahead of crises, mitigate potential conflicts, and proactively contribute to the development of global norms.

Mr. Joaquin Ignacio Sáez Lago (Chile), Researcher, University of Chile; Associate Researcher, Academy of Contemporary China and World Studies (ACCWS); APEC Voices of the Future 2024 Delegate
Mr. Joaquin Ignacio Sáez Lago highlighted how AI can strengthen intercultural communication in the context of Chinese ESG-driven investments in Latin America. While recent investment setbacks occurred because key actors failed to grasp local cultures and long-term social impacts, AI can help bridge these gaps by improving translation, mapping community perceptions, aligning regulatory expectations, and anticipating social and environmental risks.

Ms. Hadley Elizabeth Spadaccini (United States), Senior Product Marketing Manager, AI & Analytics, Medallia; Fulbright Scholar
Ms. Hadley Elizabeth Spadaccini noted that governments are increasingly ceding power, with leading technology companies emerging as key actors in global economics and international relations. She emphasized that the rapid development and deployment of AI is reshaping labor structures and the global economy, while existing regulatory systems are struggling to keep pace. She therefore called for international cooperation to establish normative frameworks that can curb the negative effects of unchecked AI development and ensure that AI serves as a tool for positive social progress.

Ms. Anastasiia Tyukhtina noted that AI has equipped the news industry with automated language processing tools and efficient data analysis capabilities, enabling journalists to focus more on in-depth reporting. She argued that the industry must adapt to AI’s long-term impact by strengthening practitioners’ AI literacy to address risks such as content fabrication, while also confronting the challenge of job displacement. She emphasized that the ethical risks associated with integrating AI into journalism cannot be overlooked, and that news organizations should establish multi-stakeholder risk assessment mechanisms to ensure the responsible use of these technologies.
