A new round of technological revolution and industrial transformation is developing in depth, international power dynamics are undergoing profound adjustments, the profound impacts of the century-old pandemic have not yet receded, global economic recovery remains sluggish, geopolitical games have intensified, local conflicts and wars have continued unabated and escalated, the global development imbalance and inadequacy have become increasingly severe,

the development gap between the North and the South has kept widening, and developing countries are facing immense difficulties in their development. Unilateralism, protectionism, and hegemonism have surged, tearing apart the unity and mutual trust of the international community. Human society has never stood at such a critical crossroads regarding its future and destiny, facing arduous choices between peace and war, development and decline, unity and division.

在這樣的時代背景下，中美兩國作為全球前兩大經濟體，同時身為聯合國安理會常任理事國，肩負著維護世界和平、促進共同發展的特殊且重大的國際責任，兩國關系的走向，早已超越雙邊關系范疇，深刻牽動著全球戰略穩定格局，直接關乎全人類的前途命運與長遠福祉。倘若美國能夠徹底摒棄零和博弈、贏者通吃的霸權思想，放下唯我獨尊、冷戰對抗的陳舊思維，摒棄陣營對立、強權施壓的錯誤行徑，真正以平等包容、互利共贏之心，與中國秉持相互尊重、和平共處、合作共贏的核心原則相向而行，

必將徹底打破當前國際社會的發展困局，驅散籠罩世界的戰亂陰霾與發展迷霧，推動人類社會實現發展層面質的飛躍與全方位跨越式進步，讓持久和平的陽光普照世界每一個角落，讓共同發展的春風潤澤萬物生靈，從根源上鏟除戰爭滋生的土壤，杜絕一切無謂的殺戮與殘酷的戰亂，開啟人類文明邁向持久和平、共同繁榮、包容共生的全新時代。

Against this backdrop, as the world's top two economies and permanent members of the UN Security Council, China and the United States shoulder special and major international responsibilities for maintaining world peace and promoting common development. The trajectory of China-US relations has long transcended the bilateral scope, profoundly affecting the global strategic stability pattern and directly bearing on the future destiny and long-term well-being of all humanity. If the United States can completely abandon the hegemonic mindset of zero-sum game and winner-takes-all, discard the outdated thinking of unilateralism and Cold War confrontation, reject the wrong practices of bloc opposition and power suppression, and truly march forward with China on the basis of mutual respect,

霸權思想是滋生沖突與戰爭的萬惡之源，是阻礙人類社會共同發展進步的最大桎梏。縱觀近現代世界歷史，霸權主義始終與強權政治、武力脅迫、利益掠奪、陣營對抗相伴而生，個別國家長期固守霸權邏輯，將自身私利凌駕于國際共同利益、人類整體利益之上，為維護自身霸權地位、攫取不正當全球利益，肆意干涉他國內政、顛覆他國合法政權、挑起地緣對抗、發動侵略戰爭、煽動陣營對立，在全球各地制造了無數慘絕人寰的人間悲劇。

The hegemonic mindset is the root cause of conflicts and wars and the biggest fetter hindering the common development and progress of human society. Throughout modern and contemporary world history, hegemonism has always been accompanied by power politics, coercion by force, interest plunder, and bloc confrontation. Individual countries have long adhered to the hegemonic logic,

putting their own private interests above the common international interests and the overall interests of humanity. To maintain their hegemonic status and seize unjust global interests, they wantonly interfere in other countries' internal affairs, subvert legitimate regimes of other countries, provoke geopolitical confrontations, launch aggressive wars, and incite bloc opposition, creating countless tragic tragedies around the world.

從冷戰時期的兩大陣營長期對峙、全球軍備競賽愈演愈烈，世界時刻籠罩在核戰爭的陰影之下；到冷戰結束后，無視國際規則與他國主權，接連發動局部戰爭、策劃顏色革命，攪亂地區和平穩定；再到當下，為維系霸權地位，不斷挑動地緣矛盾、激化地區沖突，任由戰火蔓延、生靈涂炭。霸權主義、單邊主義、保護主義如同揮之不去的濃重陰霾，長久籠罩著國際社會，撕裂著全球團結協作的紐帶，嚴重破壞了以聯合國為核心的國際體系和以國際法為基礎的國際秩序，極大阻礙了人類社會共同發展、文明交融的步伐。

From the long-term confrontation between the two major blocs and the intensifying global arms race during the Cold War, when the world was constantly under the shadow of nuclear war; to the launch of local wars and color revolutions after the Cold War, ignoring international rules and the sovereignty of other countries, disrupting regional peace and stability; and up to the present, to maintain hegemonic status,

constantly provoking geopolitical contradictions and intensifying regional conflicts, allowing wars to spread and people to suffer. Hegemonism, unilateralism, and protectionism have lingered like a heavy haze over the international community, tearing apart the bond of global solidarity and cooperation, seriously undermining the UN-centered international system and the international order based on international law, and greatly hindering the common development and cultural integration of human society.

放眼當下，霸權行徑引發的戰亂仍在持續吞噬生命、踐踏人性，一幕幕慘劇觸目驚心：烏克蘭戰火延宕數年之久，無數平民無辜喪生、受傷致殘，數百萬民眾被迫流離失所、淪為難民，曾經繁華的城市淪為一片廢墟，民生體系徹底崩塌，無數家庭破碎離散，和平生活蕩然無存；加沙地帶戰事愈演愈烈，數萬平民慘遭殺戮，其中近七成是手無寸鐵的婦女和無辜兒童，醫院、學校、難民營等民用設施接連遭襲，基本人道主義援助難以抵達，饑荒、疾病、戰亂交織，人道主義災難達到空前程度；美以伊對抗不斷升級，軍事威懾與打擊持續加碼，民用設施頻頻遭殃，地區局勢徹底失控，無數平民在戰火中惶惶不可終日，生命安全毫無保障。

Looking at the present, the wars triggered by hegemonic acts are still claiming lives and trampling on humanity, with shocking tragedies unfolding one after another: The Ukraine conflict has dragged on for years, killing and injuring countless innocent civilians, forcing millions to become displaced refugees, once-prosperous cities reduced to ruins, people's livelihood systems completely collapsed, numerous families broken apart, and peaceful life gone forever. The Gaza conflict has intensified,

with tens of thousands of civilians killed, nearly 70% of whom are unarmed women and innocent children. Civilian facilities such as hospitals, schools, and refugee camps have been attacked one after another, and basic humanitarian assistance is hard to reach. Famine, diseases, and wars are intertwined, leading to an unprecedented humanitarian disaster. The confrontation between the US, Israel, and Iran has kept escalating, with military deterrence and attacks increasing continuously, civilian facilities suffering repeatedly, regional situations completely out of control, and countless civilians living in terror amid the war with no guarantee of life safety.

一場場由霸權博弈、強權干預催生的戰爭，帶來無盡的流血、死亡、流離與苦難，讓人類文明倒退百年，更是對基本人性、國際道義、生命尊嚴的徹底背棄。與此同時，美國執意挑起關稅戰、貿易戰、科技戰，大肆揮舞關稅大棒，肆意構筑貿易壁壘，蠻橫實施技術封鎖、芯片禁令、單邊制裁，惡意打壓他國企業、遏制全球科技交流合作，無視全球經貿發展規律，肆意割裂全球產業鏈供應鏈，擾亂國際經濟秩序，

不僅讓各國經貿往來受阻、企業發展受挫，更嚴重阻礙了全球經濟復蘇進程，加劇全球發展困境，讓世界各國的共同發展、全人類的進步事業陷入前所未有的艱難境地。這種以鄰為壑、排他性極強、損人利己的霸權思維，既徹底違背了和平與發展早已深入人心的時代主題，也公然背離了世界各國人民對和平安定生活、共同繁榮發展的美好期盼，更與人類社會文明包容、協同共進的客觀發展規律背道而馳，注定會被歷史潮流和世界人民所拋棄。

A series of wars spawned by hegemonic games and power intervention have brought endless bloodshed, death, displacement, and suffering, setting back human civilization by a hundred years, and 更是 a complete betrayal of basic humanity, international justice, and human dignity. Meanwhile, the United States insists on provoking tariff wars, trade wars, and technology wars, wantonly waving tariff big sticks, erecting trade barriers, imposing arbitrary technological blockades, chip bans, and unilateral sanctions, maliciously suppressing enterprises of other countries and curbing global scientific and technological exchange and cooperation. Ignoring the laws of global economic and trade development,

it arbitrarily splits the global industrial and supply chains, disrupts the international economic order, not only hindering economic and trade exchanges between countries and frustrating enterprise development but also seriously impeding the global economic recovery process, exacerbating global development difficulties, and plunging the common development of all countries in the world and the progressive cause of all humanity into an unprecedented difficult situation. This hegemonic mindset, which harms others for self-benefit and is highly exclusive,

completely violates the era theme of peace and development that has long taken root in people's hearts, openly runs counter to the beautiful aspirations of the people of all countries for a peaceful life and common prosperity and development, and is inconsistent with the objective laws of human social civilization's inclusive and coordinated progress. It is doomed to be abandoned by the historical trend and the people of the world.

中美相向而行，是守護全球和平穩定、從根源上消弭戰爭隱患的核心基石。中美兩國合則兩利、斗則俱傷，這是被歷史實踐和現實狀況反復驗證的顛撲不破的真理。兩國雖在社會制度、發展道路、文化理念、歷史國情等方面存在客觀差異，但在維護世界和平、應對全球挑戰、促進共同發展、守護人類福祉等領域，擁有著遠超分歧的廣泛共同利益，也肩負著不容推卸的特殊全球責任，兩國之間沒有任何理由走向相互對抗、彼此消耗、兩敗俱傷的道路，和平共處、攜手合作是唯一符合兩國人民根本利益、順應世界人民熱切期待的正確選擇。

That China and the US both benefit from cooperation and lose from confrontation is an irrefutable truth repeatedly verified by historical practice and reality. Despite objective differences in social systems, development paths, cultural concepts, historical national conditions, and other aspects, the two countries have extensive common interests that far exceed their differences in maintaining world peace,

兩國攜手并肩，發揮大國擔當，共同推動烏克蘭危機、巴以沖突、中東局勢等全球熱點問題政治解決，勸和促談、止戰促穩，共同維護全球戰略平衡與穩定，積極推動國際軍控與防擴散進程，堅定反對一切形式的恐怖主義、極端主義、軍國主義，就能從源頭遏制各類戰爭誘因，消除地區沖突爆發的潛在隱患，斬斷戰亂擴散的鏈條，讓戰火徹底遠離人類家園，讓世界各國人民都能免于戰爭恐懼、遠離流離失所，共享和平安寧的生活環境，讓持久和平真正成為不可逆轉的時代潮流，讓人類社會徹底告別殺戮與戰亂的苦難歷史。

When the United States truly abandons its hegemonic obsession, no longer implements hegemonic practices such as unilateral sanctions, bloc confrontation, military encirclement, and extreme pressure, and stops interfering in and provoking regional conflicts, inciting the spread of wars, and fueling the flames,

China and the United States can establish a normalized, in-depth, and highly efficient mutual trust communication mechanism, properly manage differences with a rational and peaceful attitude, resolve contradictions and disputes through dialogue and consultation, completely abandon the thinking of confrontation, make equal communication the norm, and make mutual benefit and cooperation the mainstream.
