Chinese Vice Premier Liu Guozhong has called for efforts to accelerate the development of a modern water network, comprehensively advance the protection and management of rivers, and continuously improve capabilities to safeguard water security. Liu, also a member of the Political Bureau of the Communist Party of China Central Committee, made the remarks during an investigation tour to the provinces of Zhejiang and Jiangxi from March 30 to April 2, 2026.

《中華人民共和國國民經(jīng)濟(jì)和社會(huì)發(fā)展第十五個(gè)五年規(guī)劃綱要》提出，加快建設(shè)現(xiàn)代化水網(wǎng)，增強(qiáng)洪澇災(zāi)害防御、水資源統(tǒng)籌調(diào)配、城鄉(xiāng)供水保障能力。

水利部表示，“十五五”時(shí)期，我國將加快建設(shè)“系統(tǒng)完備、安全可靠，集約高效、綠色智能，循環(huán)通暢、調(diào)控有序”的現(xiàn)代化水網(wǎng)。基本建成中線引江補(bǔ)漢工程，推進(jìn)一批跨流域跨區(qū)域重大引調(diào)排水工程規(guī)劃建設(shè)；推進(jìn)區(qū)域河湖水系連通和引調(diào)排水工程建設(shè)；加快控制性調(diào)蓄工程和重點(diǎn)水源工程建設(shè)，基本建成現(xiàn)代化水庫運(yùn)行管理矩陣。與此同時(shí)，打通水網(wǎng)“最后一公里”，推進(jìn)灌區(qū)現(xiàn)代化建設(shè)與改造，新增耕地灌溉面積4000萬畝。農(nóng)村供水標(biāo)準(zhǔn)化建設(shè)和管護(hù)模式全面落地，農(nóng)村自來水普及率達(dá)到98%，規(guī)模化供水工程覆蓋農(nóng)村人口比例達(dá)到78%，縣域統(tǒng)管和專業(yè)化管護(hù)比例達(dá)到90%。

統(tǒng)籌水資源、水環(huán)境、水生態(tài)治理，推動(dòng)重要江河湖庫生態(tài)保護(hù)治理，基本消除城市黑臭水體。

We will make concerted efforts to improve aquatic environments, water resources, and aquatic ecosystems, strengthen ecological conservation of major rivers, lakes, and reservoirs, and generally eliminate black, malodorous water bodies in cities.
