十四屆全國人大常委會第十九次會議2025年12月27日表決通過新修訂的國家通用語言文字法，明確每年9月的第三周為國家通用語言文字推廣普及宣傳周。

China on December 27, 2025 adopted a revised Law on the Standard Spoken and Written Chinese Language, specifying that the third week of September each year shall be designated as the publicity week for the promotion and popularization of the standard spoken and written Chinese language. The revised law was passed at the 19th session of the Standing Committee of the 14th National People's Congress.

【知識點】

國家通用語言文字是國家的重要象征。2000年10月31日第九屆全國人民代表大會常務(wù)委員會第十八次會議通過《中華人民共和國國家通用語言文字法》。2025年12月27日第十四屆全國人民代表大會常務(wù)委員會第十九次會議對其進行修訂，明確每年9月的第三周為國家通用語言文字推廣普及宣傳周。該法所稱的國家通用語言文字是普通話和規(guī)范漢字，是國家法定全國通用的語言文字。當前，全國普通話普及率已超過80%，識字人口使用規(guī)范漢字的比例超過95%，文盲率下降至2.67%。設(shè)立國家通用語言文字推廣普及宣傳周，有利于營造學習使用國家通用語言文字的社會氛圍。

新修訂的國家通用語言文字法共五章32條，自2026年1月1日起施行。這部法律加強國家通用語言文字教育，推動國家通用語言文字信息技術(shù)創(chuàng)新發(fā)展，增加對網(wǎng)絡(luò)空間用語用字的規(guī)范要求。此外，法律責任單設(shè)一章，明確執(zhí)法部門，細化處罰措施。法律規(guī)定，干涉他人學習和使用國家通用語言文字的，由有關(guān)部門進行批評教育，責令改正，可以給予警告；構(gòu)成違反治安管理行為的，依法給予治安管理處罰。
